Metalworking CCNL

The National Collective Labor Agreement (CCNL) for Metalworkers is one of the most important and influential contracts in Italian industry. This agreement regulates the working conditions of employees in the metalworking sector, which includes many companies involved in the production, maintenance and repair of machinery and equipment.

The Metalworking CCNL is usually renewed every three years through negotiations between trade unions and employer associations. The latest renegotiation of the contract dates back to 2021, when new working conditions were established for the three-year period 2022-2024.

One of the most important features of the Metalworking CCNL is its national application. This means that the working conditions established by the contract are valid for all employees in the sector, regardless of their geographical location or the type of company they work for.

Classification levels of the Metalworking CCNL

First, a distinction can be made between manual workers and specialized workers. Manual workers are those who perform predominantly manual tasks, while specialized employees are workers who perform coordination and management tasks.

Specialized employees, in particular, are those who have greater experience and competence in carrying out a specific work activity, while non-specialized workers perform less complex tasks.

Furthermore, within the category of specialized employees, further subcategories can be distinguished, such as those assigned to maintenance, production, logistics and various technical, commercial and administrative offices. Each of these subcategories has its own specific characteristics and requires specific training and competence.

Categories of the metalworking CCNL and corresponding minimum remuneration levels

Currently 9 categories or levels are provided. From October 1, 2021, all workers, at national level, classified in the first level of the metalworking CCNL have been moved to the next category.

Metalworking CCNL Confapi – SMEs: increases

On June 11, 2024, a new agreement protocol was signed regarding the CCNL for small and medium metalworking companies, establishing significant pay increases. This update, signed by Unionmeccanica Confapi together with FIOM CGIL and FIM CISL, is based on the Ipca adjustment communicated by Istat on June 7, 2024. Starting from June 1, 2025, the new amounts will come into effect, which include:

  • Contractual minimums
  • Travel allowance
  • On-call allowance

These amounts will replace those established in the agreement of May 26, 2021. This annual update, provided for by the renewal agreement signed in 2021, reflects the current economic dynamics and aims to protect the purchasing power of workers in the sector. The initiative underlines the importance of constant dialogue between social partners to maintain a balance between business needs and workers’ rights.

In the table below we report the new tabular minimums and the corresponding increase from last year.

The net take-home pay

The net salary in the payslip is not difficult to estimate. However, there are numerous variables (overtime, travel, night work bonuses, regional and municipal taxes, etc.) that can modify the net take-home pay. Those that follow are simple examples calculated only on minimum wages to which the relevant IRPEF taxation is applied.

Examples:

  • Worker classified at 3rd level metalworking; tabular minimum €1,944.96 gross monthly. Net of IRPEF they correspond to approximately €1,470
  • Worker classified at 5th level metalworking; tabular minimum €2,173.76 gross monthly. Net of IRPEF they correspond to approximately €1,640
  • Worker classified at 7th level metalworking; tabular minimum €2,500.42 gross monthly. Net of IRPEF they correspond to approximately €1,850

These tabular minimums represent, finally, the calculation base on which the following are calculated:

  • the worker’s minimum voluntary contribution
  • the company’s contribution in favor of their account in the Pension Fund.

Metalworking CCNL and production bonus

The production bonus is a form of accessory remuneration provided for by the National Collective Labor Agreement (CCNL) for Metalworkers. It is a sum of money that is paid to the worker based on the productivity achieved and the results obtained during the year.

It can be recognized to all workers in the metalworking sector, regardless of their category. However, the calculation methods and bonus quotas may vary depending on the specific tasks and level of responsibility of the worker.

The production bonus is established through the definition of a production objective that the company aims to achieve during the year. This objective is established unilaterally by the company, but must be objectively quantifiable and consistent with the company’s actual production.

Once the production objective is established, the quota of production bonus due to the worker in case of achieving the objective is also established. The production bonus quota is determined based on the percentage of production in excess of that actually achieved in the reference period.

The metalworking CCNL and the regulations concerning Pension Funds allow employees of companies that pay this sum of money to allocate it entirely to their pension fund. On this page we explore this topic in depth.

Supplementary pension and company contribution

In addition to the possibility of joining Fondapi by paying only the TFR, the worker can decide to also allocate a small voluntary contribution. If they decide to do so, then the company is required to recognize the company contribution. A small additional sum entirely borne by the company.

The company contribution for supplementary pension is a form of support for supplementary pension provided for by the National Collective Labor Agreement (CCNL) for Metalworkers. It is a sum of money that is paid by the company in favor of workers enrolled in the negotiated supplementary Pension Fund of reference for that specific collective contract.

The company contribution for supplementary pension is due for all workers in the metalworking sector who join Fondapi, regardless of their level or job category.

The company contribution and the employer’s contribution for supplementary pension are established through the definition of a percentage amount of the worker’s minimum wage. These amounts are then paid by the company to Fondapi together with the accrued TFR.

Specifically for the metalworking contract, the minimum voluntary contribution is equal to 1.2% of the tabular minimum of the reference level. If the worker makes this choice, the company, always on the tabular minimum, calculates 2% and pays it.

Example:

  • worker classified at fourth level metalworking with a tabular minimum of €2,029.28
  • decides to pay their minimum contribution of 1.2% – equivalent to approximately €25
  • receives from the company, directly paid into their pension fund in Fondapi, another €41.

The company contribution for supplementary pension is, therefore, a form of support for supplementary pension that allows workers to increase their savings.
